What is the reason behind the Pulwama terror attack?
According to me, the Following are the reasons behind the Pulwama Attack:
Reason 1 If you know little about Pakistan then you must be familiar with the fact that there are two Power centres in Pakistan i.e,
Civilian Government (Parliament)
Pakistani Army
There had been a history of Coups & Tussle between the government and army & to ensure that the army remains powerful, Pakistani Army never wants that Civil Government Succeeds largely on any issue be it Political or Economical.
Right now Pakistan is in Deep Economic Crisis as a result.
US Dollar(USD) To Pakistani Rupee(PKR)
Current Account Balance of Pakistan
So I think now I have made my point that Pakistan Economy is in very bad condition.
There is a ray of hope for Pakistan, as Saudi Crown Prince MBS to visit Pakistan for investment deals.
If the Pakistani Government succeeds in getting some significant economic help from MBS the Imran Khan will take the driving seat in the decision making of Pakistan.
So to prevent this from happening Pakistani Army’s ISI did these two things:-
1. In a suicide bombing in Iran hit a bus carrying members of the Iranian military's elite Revolutionary Guard in the province of Sistan-Baluchistan, killing at least 23 and wounding 17.
Iranian state media has offered differing death tolls for the attack, ranging from 27-41.
A separatist group called Jaish al-Adl, has claimed responsibility.

2. A suicide bombing attack on a CRPF convoy in Pulwama of Jammu and Kashmir killed 40 CRPF personnel on February 14, 2019. Jaish-e-Mohammad had claimed responsibility for the attack.

Both terrorist organisations are based in Pakistan. So its evident that Pakistani ISI is behind both the attack.
Now because of these attacks, a Lot of International pressure Comes over Saudi Arabia to not facilitate Pakistan too much on the economic front, which might happen during the MBS visit that will come out as a failure of Government.
Along with that after these attacks specifically, Pulwama attack retaliatory actions from India will boost the position of Pakistani Army in Pakistan as Anti India Sentiments will rise in Pakistan.
Reason 2 Hearing of Kulbhushan Jadhav Case is resuming in ICJ from 18 Feb 2019
So Pakistani ISI suspects that decision might go in India’s favour & because of International Pressure Civilian Government would be required to follow the orders that in return will weaken the Pakistani Army’s stance.
But if any Militarily or Diplomatic retaliation takes place from India, surely that would then Anti India Sentiments rise in Pakistan & might stop Pakistani Government from following the ICJ orders.
Reason 3 As elections are around the corner so the Pakistani Army wants that because of the terrorist attacks popularity of Modi Government regarding Internal Security will go down & that might lead to Weaker Mahagathbandhan government. But this move has completely bounced back as Modi government till now had been fast and decisive in taking strong actions against Pakistan & Modi himself has said that this attack will lead to massive repercussions to the Perpetrators.
